Infrastructure Asia partners Indonesia’s PT SMI to raise bankability of infrastructure projects and private sector participation

Singapore, Wednesday, 3 October 2019

Infrastructure Asia (IA) and PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) signed a Memorandum of Understanding (MOU) today to collaborate on joint capacity building with Indonesian government contracting agencies (GCAs) at the provincial, municipal and local level. The MOU establishes a platform for knowledge sharing to help better prepare infrastructure projects, so as to bring in private financing, including from international investors. IA will leverage its network of partners, including Singapore-based international companies, financial institutions and development financiers, and Singapore’s own developmental journey, for the partnership.
  2. The two-year MOU will focus on areas such as transit-oriented development, waste and water management. Specifically, IA will work with the Singapore-based industry to:

Through this partnership, PT SMI and Infrastructure Asia can better bridge the needs of Singapore-based private sector and investors, with infrastructure opportunities in Indonesia.”

Said Mr. Edwin Syahruzad, PT SMI President Director, “This collaboration, solidified by the MOU signed by PT SMI and Infrastructure Asia, will strengthen our longstanding partnership to identify and develop bankable infrastructure project pipelines in Indonesia through best practices shared by Singapore-based private sector and investors. This knowledge sharing initiative also promotes Indonesia’s infrastructure opportunities and government support given through PT SMI as one of Ministry of Finance’s special mission vehicles and its fiscal tools to Infrastructure Asia’s extensive network around the globe.”
  5. Even before the MOU was signed, both organisations have been working together on infrastructure projects in the West Java Province, specifically on public transportation in Metropolitan Bandung and waste management in Greater Cirebon.

Desa Bakti untuk Negeri 2: Collaboration of PT SMI & Local Residents in Waesano, East Nusa Tenggara

Indonesia is one of the best geothermal energy sources, one of which is located in Waesano Village, Sano Nggoang District, West Manggarai Regency, East Nusa Tenggara. The village has a volcanic lake that has the potential to supply 50 MW of electricity through geothermal energy. This potential is not wiped out by the Government to provide tangible benefits for the people at large by the availability of electricity. Therefore, the Ministry of Finance mandates one of its Special Mission Vehicles to collect data & explore the clean energy content.

In carrying out this mandate, PT SMI always involves the active role of the community & traditional leaders, including in the application of Environmental & Social Safeguards (ESS). This was realized through the Desa Bakti untuk Negeri 2 (DBUN 2) program – previously (DBUN 1) held in Semarang Regency, Central Java – emphasizing active community involvement and aligning with development activities carried out by the Regional Government. DBUN 2, which was inaugurated by the Director of PT SMI Darwin Trisnadjajawinata (19/09) & also supported by the West Manggarai Regency Government, covered 2 activities: physical work & development as well as community economic improvement.

DBUN 2 is expected to be able to support the creation of environmental, social, regional infrastructure, education & community economic improvement benefits – now and in the future.

PT SMI Encourages the Implementation of Environmental and Social Safeguards Elements Through the Desa Bakti untuk Negeri 2 Program (DBUN 2)

Jakarta, 19 September 2019 – PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) selaku Badan Usaha Milik Negara dan Special Mission Vehicle di bawah koordinasi Kementerian Keuangan (Kemenkeu) senantiasa mendukung pembangunan infrastruktur Indonesia, khususnya memfokuskan terhadap keberlanjutan kehidupan sosial dan lingkungan di proyek di mana PT SMI mendukung penyiapan dan pembiayaan proyek. Hal ini dilakukan melalui penerapan Elemen-elemen Perlindungan Lingkungan dan Sosial (Environmental and Social Safeguards – ESS) di setiap proyek infrastruktur yang disiapkan dan/ atau dibiayai oleh PT SMI yang salah satunya dengan diresmikannya program Desa Bakti untuk Negeri 2 (DBUN 2) di Desa Waesano, Kecamatan Sano Nggoang, Nusa Tenggara Barat.

Direktur PT SMI Darwin Trisna Djajawinata menjelaskan bahwa program DBUN 2 merupakan bentuk konkret komitmen PT SMI dalam mengimplementasikan ESS yang kali ini dilaksanakan di Desa Waesano. Program DBUN 2 merupakan kesungguhan upaya berkelanjutan PT SMI, di mana program sejenis atau disebut dengan program DBUN 1, telah PT SMI rampungkan di Desa Sukoharjo Jawa Tengah. PT SMI mengapresiasikan dukungan keahlian dari rekan-rekan Yayasan Dian Desa yang telah mendukung semenjak pelaksanaan program DBUN 1, mengimplementasikan ESS serta mewujudkan aksi nyata menyediakan manfaat bagi masyarakat. PT SMI pun berterima kasih sebesar-besarnya atas dukungan dan koordinasi yang baik dari Pemerintah Kabupaten, Kecamatan, aparatur desa, tetua adat, tokoh masyarakat, dan masyarakat Desa Waesano dalam mempersiapkan pelaksanaan program DBUN 2 yang akan medukung terwujudnya manfaat sosial bagi masyarakat.

Pelaksanaan program DBUN 2 bertujuan mengimplementasikan prinsip pengelolaan lingkungan dan sosial yang menekankan pelibatan masyarakat secara aktif (partnership) serta diselaraskan dengan kegiatan pembangunan yang dilakukan oleh Pemerintah Daerah. Melalui program        DBUN 2, PT SMI merasa berbangga dapat bersinergi dengan berbagai pihak untuk menyelenggarakan 2 kegiatan, yaitu: (1) Kategori A pekerjaan fisik dan (2) Kategori B pengembangan dan peningkatan perekonomian masyarakat.

Sejak tahun 2018, dalam program DBUN 2 ini PT SMI bersama Yayasan Dian Desa, aparatur desa, dan warga setempat telah merintis pembangunan pekerjaan fisik yang mencakup: (1) pembangunan 3 ruang kelas baru SDN, (2) revitalisasi sistem air bersih untuk seluruh masyarakat Desa Wae Sano yang akan mengaliri 6 dusun, (3) penyediaan sistem air – untuk Gereja Paroki, SLTP, dan Puskemas Pembantu di Dusun Nunang, serta (4) penggantian jalur pipa dari sumber Wae Buning untuk Dusun Taal 2. Tidak hanya itu, program DBUN 2 juga telah berfokus dalam pengembangan dan peningkatan perekonomian masyarakat yang dikonkretkan melalui berbagai pelatihan peningkatan produksi komoditas setempat bagi warga, seperti: (1) produksi kerajinan kain Shibori – pengembangan pasar domestik dan internasional, (2) produksi madu – non-timber forest product, (3) produksi kacang mete – pemrosesan kacang mete dari glondong menjadi produk akhir yang dapat langsung dikonsumsi dengan kualitas terbaik dan sesuai tuntutan pasar domestik dan internasional, serta (4) pemanfaatan limbah kemiri – pemrosesan limbah kemiri dengan teknologi karbonisasi akan memberikan nilai tambah dan nilai ekonomi yang dapat menjadi sumber pendapatan atau peningkatan perekonomian masyarakat.

Program DBUN 2 diharapkan oleh PT SMI dapat menciptakan manfaat yang lebih luas bagi warga sekaligus merupakan upaya dalam mendukung Pemerintah mencapai Tujuan Pembangunan Berkelanjutan atau Sustainable Development Goals di Indonesia. PT SMI Continues to Push Environmental and Social Protection Efforts in Achieving Sustainable Development Goals in Indonesia

Jakarta, 28 Agustus 2019 – PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) sebagai salah satu Special Mission Vehicles Kementerian Keuangan (“SMV Kemenkeu) yang berperan sebagai alat fiskal (fiscal tools) negara dalam mempercepat pembangunan infrastruktur Indonesia, berupaya secara konsisten dalam pengelolaan serta pemantauan lingkungan dan sosial melalui penerapan Elemen-elemen Perlindungan Lingkungan dan Sosial (“Environmental and Social Safeguards – ESS”) terhadap berbagai proyek infrastruktur yang dipersiapkan dan atau dibiayai oleh PT SMI. Penerapan ESS di setiap proyek infrastruktur yang dikelola PT SMI merupakan pengejawantahan atas perlindungan lingkungan dan sosial untuk mewujudkan pembangunan berkelanjutan yang merupakan salah satu upaya PT SMI dalam mendukung pencapaian Tujuan Pembangunan Berkelanjutan (Sustainable Development Goals – SDGs) di Indonesia.

PT SMI terus mendorong upaya perlindungan lingkungan dan sosial yang salah satunya diwujudkan melalui lokakarya yang bertajuk “Implementasi Perlindungan Lingkungan dan Sosial dalam Proyek Infrastruktur Berkelanjutan di Indonesia”. Kegiatan ini merupakan ajang berbagi wawasan antara pemangku kepentingan yang direpresentasikan dari: (1) sektor pemerintahan yaitu Kementerian Keuangan, Kementerian Lingkungan Hidup dan Kehutanan, Lembaga Otoritas Jasa Keuangan – OJK, (2) sektor keuangan yang dihadiri oleh institusi perbankan dan lembaga keuangan, (3) pemilik proyek infrastruktur, dan (4) praktisi sosial dan lingkungan.

Dalam kesempatan ini, Direktur Utama PT SMI Edwin Syahruzad menyampaikan bahwa PT SMI akan terus mendorong upaya perlindungan lingkungan dan sosial melalui penerapan ESS di setiap proyek yang dipersiapkan dan atau dibiayai PT SMI dan juga lokakarya ini merupakan sarana esensial dalam berbagi wawasan antara praktisi dan penggiat perlindungan sosial lingkungan dalam rangka mewujudkan pembangunan berkelanjutan di Indonesia.

Lokakarya ini menyimpulkan bahwa saat ini implementasi perlindungan lingkungan dan sosial di Indonesia telah mulai dilaksanakan dengan baik dan harus tetap menjadi acuan utama dalam memitigasi dampak negatif lingkungan atau sosial dalam proyek-proyek infrastruktur. New Board of Directors of PT SMI on August 13, 2019

Minister of Finance of the Republic of Indonesia as the Shareholder of PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) through Minister of Finance Decree No. 651/KMK.06/2019 dated August 13, 2019 on Dismissal and Appointment of the Members of the Board of Directors of PT SMI stipulates as follows:

  1. To dismiss with respect Emma Sri Martini as President Director as of May 29, 2019 with gratitude for their contributions and thoughts during the tenure.
  2. To appoint Edwin Syahruzad as President Director of PT SMI for 5 (five) years period started from the issuance of the respective Minister Decree.

SMI Will Issue Bonds and Sukuk with a Total IDR 5.096 Trillion

JAKARTA – PT Sarana Multi Infrastruktur (Persero) will issue and offer sustainable bonds and sukuk mudharabah with a total of IDR 5.096 trillion.

Based on data from the Indonesian Central Securities Depository, quoted Saturday (10/08/2019), the company will offer Sarana Multi Infrastruktur Sustainable Bonds II Phase II Year 2019 with a total principal amount of IDR 4.096 trillion. This value is part of the ongoing public offering through Sarana Multi Infrastruktur Sustainable Bonds II with a target fund of IDR 25 trillion.

The Sarana Multi Infrastruktur Sustainable Bonds II Phase II Year 2019 will consist of Series A, B, C and D. The coupons offered range from 7.00% – 8.50%.

The period of public offering is scheduled to take place August 20, 2019-August 23, 2019. Electronic distribution will be held on August 28, 2019.

As a note, the company previously issued Sarana Multi Infrastruktur Sustainable Bonds II Phase I Year 2019 with a principal amount of IDR 3.00 trillion. The emission was carried out on June 25, 2019.

Furthermore, the company will also issue Sarana Multi Infrastruktur Sukuk Mudharabah I Phase III Year 2019 with a principal amount of IDR 1.00 trillion. These emissions are also part of the Sarana Multi Infrastruktur I Sukuk Mudharabah with a target of IDR 3 trillion.

The period of public offering is also scheduled to take place August 20, 2019-August 23, 2019. Electronic distribution will be held on August 28, 2019.

Previously, the company also issued Sarana Multi Infrastruktur Sukuk Mudharabah I Phase I Year 2018 and Sarana Multi Infrastruktur Sukuk Mudharabah I Phase II Year 2019 with a total principal of IDR 1.00 trillion each.

In the issuance, the guarantor of the issuance of bonds and mudharabah sukuk are PT BCA Sekuritas, PT CGS-CIMB Sekuritas Indonesia, PT Danareksa Sekuritas, PT Indo Premier Sekuritas, PT Mandiri Sekuritas, and PT Trimegah Sekuritas Indonesia Tbk.

Waste-Based Power Plant Putri Cempo Solo Funded by PT SMI

The financing of the Waste-Based Power Plant (PLTSa) project at the Putri Cempo Final Disposal Site (TPA) in Jebres District, Solo, met a bright spot. From the offer of three prospective creditors, the Management of PT Solo Citra Metro Plasma Power (SCMPP) as the manager of Putri Cempo PLTSa chose domestic investment to finance the project.

PT SCMPP’s Managing Director, Erlan Syuherlan, said that he had already received three proposals. The three potential investors are PT Sarana Multi Infrastruktur (SMI), China Construction Bank, and Korea Development Bank. The three are targeted to provide funding for the first phase of PLTSa construction. From the three proposals, the offer is almost the same.

“But based on several considerations, PT Sarana Multi Infrastruktur (SMI) was finally chosen,” he said, to reporters after the Financial Close PLTSa coordination meeting at Solo City Hall, Thursday (1/8).

Erlan explained, some of these considerations included, the size of the loan, the period of installments and the percentage of interest. One of the reasons PT SMI was chosen because of its status as a State-Owned Enterprise (BUMN). “So it’s only natural that SMI participates in developing the country,” he added.

PT SCMPP projects that the construction of Putri Cempo PLTSa requires a budget of around 58 million US dollars. The deadline for seeking financing (financial close) ends in March 2020.

PLTSa construction is planned to take place in two stages. The first phase PLTSa is projected to be able to produce electricity at 5 megawatts (MW) per hour. The first phase of construction requires a capital injection of around US$ 23 million or around IDR 330 billion.

“Later the investment value is approximately 70 percent of the total budget needs,” he said.

Meanwhile, the Mayor of Solo, FX Hadi Rudyatmo, said that the City Government had submitted a request for waste processing fees (BPLS) for the operation of Putri Cempo PLTSa to the central government. The City Government asked for BPLS assistance of IDR 400 thousand per ton of waste.

Based on Presidential Regulation No. 35 Year 2018 concerning the Acceleration of the Construction of Waste Processing Installation into Electric Energy Based on Environment-Friendly Technology, the central government can help a maximum of IDR 500 thousand per ton of garbage per day. “Well, we ask that this is smaller than the maximum limit,” he said.

PT SMI Extends Cooperation with Jamdatun

PT SMI cooperated with the Junior Attorney General for Civil and Administrative Affairs (Jamdatun) again through the Signing of a Memorandum of Understanding held in Jakarta (24/07). The MoU was signed by Temporarily Acting as President Director of PT SMI, Edwin Syahruzad and Jamdatun, Loeke Larasati A.

Edwin Syahruzad, said this agreement a part of the company’s commitment in fulfilling the principles of Good Corporate Governance (GCG) and legal assistance efforts in handling PT SMI debtors that have been running for the past six years.

In the same place, Jamdatun, Loeke Larasati A. explained that the joint agreement was a concrete manifestation of Adhyaksa Corps’ support in PT SMI’s business activities not only as a business entity, but also as a state fiscal tool that carries a special mission of accelerating national development.

Not only that, the synergy and collaboration of the two agencies expanded to increase technical competence through workshops, seminars, outreach, and training, as well as support for other legal aspects targeting future PT SMI initiatives. With this collaboration, it is expected that the Datun Field can become a direction guide while minimizing loopholes in law violations, especially related to corruption.

Preparing the Right Formula for Quality JKN

The main speaker in the FGD was the Director of the Ministry of Health’s Referral Health Service, dr. Tri Hesty Wisyastoeti. In addition, also attended by representatives from the Indonesian Hospital Association (PERSI), the private sector health sector, and academics from Gajah Mada University, the FGD addressed the importance of the role of HR in the health sector as a key to equitable health services and the need for innovative schemes such as PPP in assisting the Government’s efforts related to this equity.

Through this FGD, it is expected to be able to identify the impact of implementing JKN, challenges, alternative policies that can be spawned, and financing modalities so that health service equity can be realized. Perspectives from various ‘business entities’ in the health sector are needed to be able to improve the JKN program that has been running and the extent to which the private sector can take a role to work with the Government in supporting the JKN program.

The New Board of Commissioners of PT SMI as of July, 5th 2019

In connection with the expiration of tenure of the Board of Commissioners of PT Sarana Multi Infrastruktur (Persero) (“PT SMI”), Minister of Finance (“Minister”) as the Shareholder of PT SMI through a Minister Decree No. 550/KMK.06/2019 dated July 5th 2019 on Dismissal and Appointment of the Board of Commissioners of PT SMI stipulates as follows:

  1. To dismiss with respect the members of the Board of Commissioners of PT SMI as follows:

a. Wahyu Utomo as President Commissioner;
b. A. Kunta Wibawa Dasa Nugraha as Commissioner;
c. Sukatmo Padmosukarso as Independent Commissioner;
d. Dini Kusumawati as Commissioner;
e. Agus D.W. Martowardojo as Independent Commissioner;

with gratitude for their contributions and thoughts during the tenure.

  1. To appoint the new members of the Board of Commissioners of PT SMI as follows:

a. Agus D.W. Martowardojo as President Commissioner and Independent Commissioner;
b. Andin Hadiyanto as Commissioner;
c. Sukatmo Padmosukarso as Independent Commissioner;
d. A. Kunta Wibawa Dasa Nugraha as Commissioner.

  1. The tenure of the new members of Board of Commissioners is for 5 (five) years period started from the issuance of the respective Minister Decree.

Therefore, the following is the current composition of the Board of Commissioners of PT SMI:

Halal Bihalal with Stakeholders: Kembali ke Fitrah

In line with the spirit of PT SMI, namely Semangat Membangun Indonesia, a Halal Bihalal event was held with Stakeholders entitled “Kembali ke Fitrah” at Ayana, Jakarta (6/20). This event of all stakeholders that intersected with PT SMI was attended directly by the Minister of Finance, Mrs. Sri Mulyani Indrawati as the shareholder and provider of direction for PT SMI.

The Minister of Finance welcomed the joining of Mr. Agus Martowardojo in the Board of Commissioners of PT SMI and congratulated on the appointment of Mr. Edwin Syahruzad, Director of Financing and Investment of PT SMI to become Acting as President Director of PT SMI. “You may think you’ve done your best. But, the best is never enough. So keep pushing yourself to be the best”, said Minister of Finance in her keynote speech.

With the new Board of Commissioners and Directors, PT SMI invites all stakeholders to strengthen their steps and work together to create innovations that enable the acceleration of infrastructure development in Indonesia.
