Request for Expression of Interest: Consultant Services for the Preparation of a Master Plan for the Housing Sector and Residential Areas of the New National Capital City (IKN) (PP3025)

1. PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) is one of the Special Mission Vehicles (“SMV”) under the Ministry of Finance (MoF) Republic of Indonesia which is mandated as a catalyst in accelerating infrastructure development in Indonesia. In implementing its mandate, PT SMI has three business pillars namely: (i) Financing and Investment; (ii) Advisory Services; and (ii) Project Development.
2. The Government of the Republic of Indonesia through the MoF has assigned PT SMI to provide assistance to the Indonesian Authority of the New National Capital City (OIKN) in the preparation of a master plan in the implementation of housing and residential areas in the New National Capital City (Ibu Kota Nusantara/IKN) by referring to the MoF  Regulation Number 220/PMK.08/2022 concerning Government Support for Government Cooperation with Business Entities and Creative Financing in the Context of Accelerating Infrastructure Provision in IKN.
3. In regard to the assignment, PT SMI requires Consultant Services through the implementation of the Procurement package: [PP3025] Selection of Consultant Services for the Preparation of Master Plan for Housing and Residential Areas of the New National Capital City.
4. In relation to the above, PT SMI invites interested and qualified Consultant Companies either single enitity or in consortium to submit Expression of Interest (EOI) to participate in the pre-qualification selection process with the following qualifications:
   • Having experience in preparing Urban Area Master Plan and/or Infrastructure Master Plan; and
   • Having experience in financial studies or investment/commercial studies or institutional studies of urban area development and/or property/housing.

Procedure for Submisson of EOI and Qualifications’ Documents

1. Expression of Interest (EOI)

   Interested consultants shall:

   • Submit an EOI in writing that has been signed by the President Director or authorized official (attached with a power of attorney if applicable); and
   • Register (verified) through the e-procurement portal: https://vms.ptsmi.co.id/VendorPortal/Login or conduct updating data if necessary (if the consultant’s status has been registered)

2. Procedure for Submitting Qualifications’ Document

   Consultant who has submitted EOI will receive an Invitation for Prequalification Document. Henceforth, the Consultant shall immediately submit the Qualification Document via email with the following conditions:
