Request for Expression of Interest: Financial Transaction Advisory Consultant Services for the Nusantara Capital City PPP Project in the Road and Multi Utility Tunnel (MUT) Sector on the Initiative of Business Entities (PP3625)

1. PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) is a Special Mission Vehicle (“SMV”) under the Ministry of Finance, mandated to act as a catalyst for accelerating infrastructure development in Indonesia. In carrying out its mandate, PT SMI has three business pillars: (i) Financing and Investment; (ii) Consulting Services; and (ii) Project Development.
2. The Government of the Republic of Indonesia, through the Minister of Finance, has assigned PT SMI to provide assistance to the Indonesian Capital City Authority (“OIKN”) during the preparation and transaction stages of the IKN Road Sector PPP Project and the MUT initiated by Business Entities in the IKN, in accordance with Minister of Finance Regulation Number 220/PMK.08/2022 concerning Government Support for Government-Business Cooperation and Creative Financing to Accelerate Infrastructure Provision in the IKN.
3. In connection with this assignment, PT SMI requires Consulting Services through the procurement package: [PP3625] Selection of Financial Transaction Advisory Consulting Services for the Nusantara Capital City PPP Project in the Road and Multi-Utility Tunnel (MUT) Sector, initiated by a Business Entity.
4. In this regard, PT SMI invites interested and qualified Consulting Firms, either individually or as a consortium, to submit an Expression of Interest (EOI) to participate in the prequalification selection process. The qualifications are as follows:
   • Experience in financial or investment/commercial studies in the preparation of infrastructure project plans in Indonesia, with preferably experience in the road and/or multi-utility tunnel sectors; and
   • Experience as a Transaction Consultant for PPP projects.

Procedure for Submisson of EOI and Qualifications’ Documents

1. Expression of Interest (EOI)

   Interested consultants shall:

   • Submit an EOI in writing that has been signed by the President Director or authorized official (attached with a power of attorney if applicable); and
   • Register (verified) through the e-procurement portal: https://vms.ptsmi.co.id/VendorPortal/Login or conduct updating data if necessary (if the consultant’s status has been registered)

2. Procedure for Submitting Qualifications’ Document

   Consultant who has submitted EOI will receive an Invitation for Prequalification Document. Henceforth, the Consultant shall immediately submit the Qualification Document via email with the following conditions:
