Request for Expression of Interest: Prequalification for Consultant’s Panel of Technical Transaction Advisory of Public-Private Partnership for Infrastructure Projects

1. PT Sarana Multi Infrastruktur (Persero) (“the Company”) is a Special Mission Vehicles (SMV) under the Ministry of Finance (MoF) Republic of Indonesia mandated as a catalyst in accelerating infrastructure development in Indonesia. In implementing its mandate, the Company has three business pillars namely: Corporate Financing; Public Financing; and Advisory & Project Development.
2. The Government of the Republic of Indonesia through the MoF has assigned the Company to provide assistance to Ministries/Government Agencies or Penanggung Jawab Proyek Kerjasama (PJPK) in the preparation stage and transaction stage of Public Private Partnership (PPP) Projects for Infrastructure projects.
3. In relation to the above, the Company invites qualified and interested Consultancy Service Providers, either individually or in consortium (“Consultants”), to submit an Expression of Interest (EOI) for participating in the pre-qualification process to form 14 Technical Advisory Consultancy Panels for Public-Private Partnership (PPP) Support in Infrastructure Projects, with the following Consultant qualifications:

   1	Drinking Water Supply System (SPAM)	Has experience in technical studies for the preparation of infrastructure project plans in the drinking water supply system (SPAM) sector in Indonesia; and Has experience related to KPBU Infrastructure projects
   2	Airport	Has experience in technical studies for the preparation of infrastructure project plans in the airport sector in Indonesia; and Has experience related to KPBU Infrastructure projects
   3	Public Hospital	Has experience in technical studies for the preparation of infrastructure project plans in the hospital sector in Indonesia; and Has experience related to KPBU Infrastructure projects
   4	Public Street Lighting	Has experience in technical studies for the preparation of infrastructure project plans in the public street lighting sector in Indonesia; and Has experience related to KPBU Infrastructure projects
   5	Industrial Estate	Has experience in technical studies for the preparation of infrastructure project plans in the industrial estate sector in Indonesia; and Has experience related to KPBU Infrastructure projects.
   6	Dam	Has experience in technical studies for the preparation of infrastructure project plans in the dam sector in Indonesia; and Has experience related to KPBU Infrastructure projects.
   7	Waste Processing and Final Disposal Facility	Has experience in technical studies for the preparation of infrastructure project plans in the waste processing and final disposal facility sector in Indonesia; and Has experience related to KPBU Infrastructure projects.
   8	Apartment/Vertical Housing	Has experience in technical studies for the preparation of infrastructure project plans in the apartment sector in Indonesia; and Has experience related to KPBU Infrastructure projects.
   9	Land Transportation (Land Transportation Facilities, including but not limited to: Railway, LRT, MRT, BRT, Monorail, Park and Ride, and Land Transportation Infrastructure)	Has experience in technical studies for the preparation of infrastructure project plans in the land transportation sector (land transportation facilities, including but not limited to: railway, LRT, MRT, BRT, monorail, park and ride, and land transportation infrastructure) in Indonesia; and Has experience related to KPBU Infrastructure projects.
   10	Waste Management	Has experience in technical studies for the preparation of infrastructure project plans in the waste management sector in Indonesia; and Has experience related to KPBU Infrastructure projects.
   11	Ports	Has experience in technical studies for the preparation of infrastructure project plans in the port sector in Indonesia; and Has experience related to KPBU Infrastructure projects.
   12	Education	Has experience in technical studies for the preparation of infrastructure project plans in the education sector in Indonesia; and Has experience related to KPBU Infrastructure projects.
   13	Renewable Energy (Hydro, Geothermal, Solar PV, Wind Energy, etc)	Has experience in technical studies for the preparation of infrastructure project plans in the Renewable Energy (Hydro, Geothermal, Solar PV, Wind Energy, etc) in Indonesia; and Has experience as a Transaction Advisory for PPP projects.
   14	Roads (Non-Toll Roads and Bridges, Toll Roads and Bridges, etc.)	Has experience in technical studies for the preparation of infrastructure project plans in the road sector (non-toll roads and bridges, toll roads and bridges, etc.) in Indonesia; and Has experience related to KPBU Infrastructure projects.

4. Procedure for EOI Submission
   Interested Consultants shall:
   • Submit an EOI in writing that has been signed by the President Director or authorized official (attached with a power of attorney if applicable);
   • Register (verified) through the e-procurement portal: https://vms.ptsmi.co.id/VendorPortal/Login or conduct updating data if necessary (if the consultant’s status has been registered)
