Assignment Title: Technical Consultant to Support Due Diligence Process of Geothermal Exploration Financing through GREM in Toka Tindung (Klabat Wineru), Wapsalit, and Hu'u Daha areas

The Ministry of Finance of the Government of Indonesia, through PT Sarana Multi Infrastruktur (Persero) (PT SMI), has received financing from the World Bank toward the cost of the Geothermal Resource Risk Mitigation (GREM), and intends to apply part of the proceeds for consulting services.

PT SMI, acting as the responsible agency of the GREM project funded by The International Bank for Reconstruction and Development (“the Bank”), is currently seeking an interested and eligible Consultant (“Consultant”), particularly for consulting services related to geothermal projects and technical advisory support/lender’s services (“the Services”).

The objective of this activity is to support PT SMI in ensuring the successful implementation of the complete transaction cycle for the debt packages under the GREM Facility. The scope of work for this assignment includes the following two tasks:

  1. Conduct due diligence process for PT SMI on prospective sub-borrowers;
  2. Perform site visits as part of the due diligence process.

PT SMI hereby invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This information should include, but not be limited to, brochures or company profiles, descriptions of similar assignments (including the location/country, name of the Employer/Client, type of services provided, contract period, contract value, and start and completion dates), as well as details of the availability of relevant skills among permanent staff. The shortlisting criteria will be based on the information provided by the Consultants in relation to the following:

  1. The company should preferably have at least 5 (five) years experience involvement in geothermal projects in general for Indonesia area;
  2. The company has experience in conducting due diligence (DD) or feasibility studies (FS) on geothermal prospect/exploration areas, preferably in Indonesia, in the past 5 years;
  3. The company has experience in conducting due diligence (DD) on geothermal projects from lenders side, preferably in Indonesia, in the past 5 years, preferably with International Financing Institution and/or Geothermal Exploration financing;
  4. The company has experience as a Technical Advisor in either Feasibility Study, Plan of Development and/or Merger & Acquisition of geothermal field from Geothermal Developer side preferably in Indonesia. This requirement is to ensure the consultant has experience and ability for integrating the DD result with other aspects (i.e legal, financial, and safeguard);
  5. The company has experience in conducting resource assessment on geothermal field from Geothermal Developers’ side and preferably in Indonesia area;
  6. The company has experience in developing reservoir simulation to assess geothermal resource on geothermal fields preferably in Indonesia;
  7. The company has experience in developing geothermal drilling plans (exploration, development, M/U well, Workover) from Geothermal Developers’ side and preferably in Indonesia area;
  8. The company has experience in assessing geothermal exploration or development project cost in relation with financial modelling and project economics evaluation.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers: Procurement in Investment Project Financing for Goods, Works, Non-Consulting and Consulting Services” dated July 2016, revised on November 2017, August 2018, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether the association is a Joint Venture (all members jointly and severally liable for the entire assignment), or a Sub-consultancy. In the case of a joint venture, the member firm designated to represent the joint venture must be clearly identified. Only the qualifications and experience of the joint venture members, and not those of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
