IDFC is Building a Collective Response to Covid-19: the International Development Finance Club Combating Covid-19 by Stepping-Up Efforts Towards Building More Resilient Economies for People and Planet
Pontianak, May 27, 2025 — In order to address the challenges of fiscal limitations and encourage accelerated development in the West Kalimantan region, the West Kalimantan Regional Office of the Directorate General of State Assets (DJKN) together with PT Sarana Multi Infrastruktur (Persero) (PT SMI) held a strategic activity entitled "Technical Guidance on Creative Financing of Infrastructure Development and Optimization of Regional Assets in the Framework of Accelerating Economic Growth in West Kalimantan." This activity took place on Tuesday, May 27, 2025, at the Ballroom of the Mercure Hotel Pontianak, and was attended by all regional heads and officials from districts/cities in West Kalimantan Province.
In the conditions of national budget efficiency which have an impact on reducing transfer allocations to regions, regional governments are required to be more adaptive and innovative in financing development. Therefore, this technical guidance (bimtek) was held to introduce creative financing alternatives while encouraging optimization of regional asset management as a potential development resource. This activity is expected to be a catalyst in opening up space for technical collaboration between regional governments and strategic financing institutions such as PT SMI, as well as strengthening more modern and productive asset management practices.
The Regional Secretary of West Kalimantan Province, H. Harisson Azroi, who attended the event, also delivered a keynote speech. In his remarks, Harisson conveyed the importance of synergy between institutions and the courage of local governments to adopt innovative approaches in financing development.
"Regional economic growth cannot only depend on central transfer funds. We must dare to open the door to collaboration and maximize the assets we have as strategic capital. Through this activity, I hope that regional heads will be more prepared to manage creative financing and strengthen sustainable development in West Kalimantan," said Harisson.
After the opening and remarks, the event continued with a talk show session and panel discussion with important figures and professional speakers, namely:
The event was moderated by Kukuh Sumardono Basuki (Head of the Regional Office of the Directorate General of Treasury of West Kalimantan Province) and representatives from the West Kalimantan Provincial Government.
On this occasion, the Director of Public Financing and Project Development of PT SMI, Faaris Pranawa, also emphasized PT SMI's readiness to become a trusted partner for local governments to develop their respective regions. "Regional loans are not only a financing instrument, but also a strategic tool to support economic growth, infrastructure development, and improving the quality of life of the community. PT SMI is here as a solution, so that local governments can provide public facilities more quickly, which can be enjoyed by their citizens. Let us together commit to utilizing regional financing wisely and responsibly for the progress and welfare of the community throughout Indonesia," said Faaris.
Through regional loans, local governments can overcome budget limitations and dependence on central transfer funds to optimize the use of regional resources that have not been managed properly. Regional financing can also be used to improve the quality of public services such as education, health, and transportation. With good infrastructure and public services, regional competitiveness will certainly increase. This will attract investment and create new jobs, which will ultimately improve people's welfare.
In addition to the presentation and Q&A with a number of speakers, the event also included a Technical Guidance and Priority Project Consultation session between the PT SMI technical team and the heads of the Regional Finance and Asset Management Agency (BPKAD) and the Regional Development Planning Agency (Bappeda) from each regional government. This discussion focused on mapping infrastructure financing needs and validating the potential for optimizing regional assets.
Through this activity, it is hoped that regional heads will gain a more comprehensive understanding of infrastructure financing alternatives through PT SMI — including the Project Development Facility (PDF) scheme, municipal financing, and blended finance schemes — all of which can be explored without directly increasing the regional fiscal burden.
Optimizing regional assets that have been less productive was also the focus of discussion at this event. Through the support of DJKN and central-regional synergy, these assets are expected to be utilized as collateral, objects of utilization cooperation, or monetization, which have a real impact on people's welfare.
