PT Geo Dipa Energi (GDE) is a state-owned enterprise in Indonesia specializing in geothermal energy, operating under the Ministry of Finance and State Electricity Company (PLN). The company focuses on aligning its business practices with Environmental, Social, and Governance (ESG) principles, which have gained significant importance globally, particularly in the banking industry through Sustainable Finance initiatives. ESG metrics are vital for evaluating performance and risks, and GDE has integrated ESG into its transformation working plan. ESG adherence is now a crucial factor for investors, and GDE is committed to implementing ESG practices, including through the Geothermal Resources Risk Mitigation (GREM) facility, which promotes de-risking and ESG development.
GDE has applied ESG principles at the project level and aims to extend this to the corporate level through ESG assessments, planning, and monitoring. The company established ESG standards, such as ISO certifications and the Geodipa Integrated Management System (GIMS), which has been audited annually since 2022. Additionally, GDE publishes an annual Sustainability Report, reflecting its commitment to ESG implementation, and incorporates environmental and social standards from PT Sarana Multi Infrastruktur (SMI) and the Asian Development Bank (ADB). ESG ratings are crucial for GDE’s reputation, access to capital, and compliance with sustainability regulations, offering benefits such as improved business practices, better financing terms, and enhanced compliance.
The primary objectives of the consultancy services are to aid GDE in formulating the ESG Framework, and provide guidance in implementing the ESG roadmap, with a focus on preparing for ESG rating improvement. In general, GDE wants to manage Company's performance towards long term sustainability goals by tailoring key performance indicator (KPI) and ESG metrics. This multi-year project is slated for completion in 2026.
GDE and SMI now invite eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested consultants must provide sufficient information indicating that they are qualified to perform the services such as brochures/company profile, description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates) and availability of appropriate skills as required. TOR dan this REOI were also prepared in Bahasa Indonesia and published at PT SMI's website. If there is any inconsistency or different interpretation between the Indonesian language and English language, the English version shall prevail.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers: Procurement in Investment Project Financing for Goods, Works, Non-Consulting and Consulting Services” dated July 2016, revised on November 2017, August 2018, September 2023, and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members jointly and severally liable for the entire assignment), or Sub-consultancy. In the event of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint ventures, but not of sub-consultants, shall be considered in the EOI evaluation process.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
